staffie pitbull skin rashes; biospot poison; Natural help for itching;

Question
My one and half year old pit mix has had skin problems since he was 7 months old.  We went to the vet 8 different times to try cure his problem.  He would give him shots, meds, creams, but nothing cured the issue.  We first noticed the hair loss when he swam in the pool, and thought that was the problem, but after going nearly a year without going into the pool the problem is still there.  He has a few bumps in the fat of his neck, and also red around his neck and nose.  He loses hear in the red areas and also a long the spine of his back.  We use to wash him with baby shampoo, and now switched to a moisturizing shampoo.  When he gets hyped up or and runs around his skin gets red.  We feel really bad letting this go on, and want him to be cured.  His weight, strength, and structure is great, but his skin isn't.  Any ideas on what it could be?
