I'm in the process of trying to bring my pet American Cocker Spaniel from Mexico City to the UK. He is fully PETS compliant and is allowed to travel from the 27th February 2008. He does not have a pet passport because he is in Mexico but he has the appropriate documentation which I believe takes place of the passport.

Getting him here is looking harder and harder because airlines are not being helpful and pet shippers that I contact in the UK tell me to contact a pet shipper in Mexico City and vice versa.

From what I understand, I do not require an import licence as that is only for animals entering quarantine, is that so?

Following PETS and DEFRA guidelines I believe he is only allowed to travel on certain airlines and on certain routes yet other companies say that they can transport him but they are not listed on the DEFRA website (united airlines for example)

We have asked airlines and they say we need a "pet travel agent" I presume they mean a pet shipper but they keep passing us off to other pet shippers, nobody seems to know how this works!

It's looking more and more that we need a pet shipper instead of getting him on the plane ourselves, I do hope you can help me with this one!
