Moving to Mexico with dog

Question
I am moving from Houston, TX to San Miguel de Allende, Mexico in June.  I have a 15 month old King Charles Cavalier.  What do I need to take her to Mexico and can she sit with me on the plane or in her carrier?  I feel horrible about putting her in cargo.

I strongly advise against using 3rd party shippers, that is, anyone
who does not have direct hands on your shipment.  You will spend way
too much money
