Transiting LRH with dog - is it possible?

Question
Can I transit LHR (en route from the U.S. to Kazakhstan), with my dog, and avoid quarantine?  The dog and I would change planes in LHR, so we'd be at the airport for a few hours.  I will not take this route if the UK would require quarantine even for transiting.

I sincerely hope other readers will read this.  We get soooo many
exact questions and people just don't seem to be able to grasp this
Sorry, do not wish to pick on you........
Pets DO very often transit UK withOUT fear of quarantine. WithOUT
needing to meet UK pet entry requirements !!!!
However, they MUST travel ONLY as cargo. Must be in and out of
same airport. Should be on same airline all the way.
As cargo, the humane people at UK require usually at least 8 hours or
so for the care of the pet.  So, your connection time would have to
be several hours. No quick connection.  Also, you would NOT be
allowed contact with the pet at this time.
People traveling with pets are so much better advised to use someone
such as: Lufthansa, KLM, Air France, SAS or Austrian if at all
possible for onward travel.  Then, the pet can usually travel as
excess (checked) baggage.  Much cheaper and pet would clear customs
with you.  As cargo, pet must go to another building for customs.
There is also the possibility of breaking your journey on the
continent and spending time in one of the cities and take your dog
with you.  Only requires some little extra paperwork.If dog is small
enough, can go into cabin
Do NOT sedate.  NO food for several hours before travel and NO food
during travel. Some water ok
