Concern for betta

Question
I noticed last week that my male betta has these small red balls (looks like clots) coming out of his side fins or his throat. I have no idea what this is. I've never seen this before. Can you help?

 Hmmm... that's a new one to me as well.  Sorry but I don't know what that is.  

  Is it possible that your fish was attacked by another fish?
