Answer
1. I am not entirely sure how long it takes Canary eggs to hatch but perhaps the eggs are duds. That could very well be. If you want to make sure, take one old egg out of the nest and break it open. If you see just a yolk, than you know it is a dud. If you see an embryo or blood spot, you know that you have fertilized eggs.
As for the new eggs, I'm not sure what you should do. Just check the older eggs and if those are duds, the new ones are most likely too. Just break one of the new ones open and see. Or you can hold them up to the light to check for an embryo.
2. The canary on one foot all the time usually is a sign of a problem. Books aren't really specific when it comes to that. Birds often sleep on foot and that is alright. If she is awake during the day and favoring one foot over the other, get her to a vet. Birds also like to stand on one foot so if your not sure, just watch what she does and see if she only on one foot. Birds often switch feet when one gets tired.
3. Parakeets...hmmm... I'm not all entirely sure how to do that but what I do to shut my cockatiel up is just give her what she wants. Yes, it has spoilt her but it shuts her up.
Another way is to put them in cages in separate rooms with the lights off until they are quiet. It may take them a few times to learn thoroughly to keep quiet but it's worth a shot.
