Gouldian cant fly

Question
I just purchased 3 lady gouldians.  While picking them out, they were flying and looked healthy. I transferred them into a flight cage when I got home and after observing for three days now, one cannot seem to fly. They are not banded, but the breeder (from his home) told me they were born in Jan of this year.  I am positive one did not get hurt being transferred as I was very careful.
He stays on or close to the bottom.  When he does go up to a higher perch, he climbs up, then down. Never flies down.  When he is on the bottom, he flutters about as if trying to fly. He looks very healthy otherwise. He is fully colored, so I must assume he is not to young to fly and the breeder was honest.  I have food and water down low for him.
Today I called the breeder and he said he should be flying and is probably in shock and should be ok by Friday. Does this sound right to you? He did offer to exchange him if not better but I like him. What is your advice?

Answer
You may want to make sure that there is nothing wrong with his wings. Sometimes there is a problem and the bird becomes a special need bird. If this is the case you just need more perches and keep food low for him.
Another thing is that his wings may not be strong enough yet but you are still doing the right thing by keeping food where he can reach it. If things don't improve in a couple weeks I suggest a vet trip to make sure that he isn't sick with something.
