Is it common for a pair of zebra finches to completely take over another nest that has 2 babies and a "seemingly" good pair of parents in it ? The babies are about 2 wks. old and the new "invaders" won't even allow the "original" pair to come near.The new "invaders" seem to be taking good care of the babies.Should I just allow them to proceed ?

Unfortunately, Zebras do have a tendency to do that. I suggest moving the zebras from the cage and watch to see if the parents return to their young. If the parents don't, you can try putting the zebras in and hope they raise them or give raising the babies a try yourself.
