Parakeet with bags under her eyes

I have a really sweet yellow and green parakeet that has developed large water filled bags beneath her eyes.  She looks so miserable.  She doesn't seem to be scratching them alot, but you can see that they are irritated.  I did separate her from the other parakeets for a while but it didn't seem to make any difference.  The rest of the birds are fine.  I have 3 males and 3 females including her.  One female is down on eggs.  It almost looks like allergies.  What do I do??  Any ideas??

Your bird sounds very sick. Please make an appointment with your avian veterinarian immediately.
