MY FEMALE IN HEAT, MALE NOT LOCKING

hi, I have a male poodle (6) and a female maltipoo (5) who I breed once a year.  She came into heat more than a week ago and they have not locked.  They always lock tons of times.  They seem to always do it outside and it is cold.  He is trying and trying and she is frustrated.  Any idea what the problem may be?  I have never ever had any problems.  Is it him?  Her?

It could be that she's just not ready.  As the female ages her cycle will change. If she is still early in her heat, I wouldn't panic just yet.

If however, you are at day 12 or 13 you could place the female across your lap and guide the male into her.  Hold them until the lock occurs.
