Premature puppies?

Question
I have bred several successful litters over the years, but I have a bitch that
was not due until at least 3-15 that began whelping yesterday.  She went far
too long between pups and it seems to me that they are premature - they
have that jelly-like look that a premature pup has, and so far, all 7 have died,
and it seems to me that their lungs are not yet developed enough yet to
breathe air.  The last one was born about 1/2 hour ago but I cannot seem to
get it to nurse and it seems to be having difficulty breathing as well.  Of
course, it is a Sunday and my vet is not available, but I don't know what he
could do in any event.   This bitch has whelped 3 previous litter successfully,
on time, and is a good mother, I just think she went into labor too early.  I
saw a premature litter once before and these pups resemble those.  At what
point in their development are the lungs able to breathe air?   Is there
anything I can do besides keep the puppy warm enough and with its mother?  
I have all kinds of equipment and a lot of knowledge, but this one is beyond
me.  THanks for any help you can offer.

Hi Kathy. Puppies can make it if they're born as early as the 58th day. Before that, they're most likely not able to make it. The best thing you can do for this pup is to keep him warm, and make sure he doesn't get dehydrated. If you have the stuff and know how to do it, if he gets dehydrated you may have to put some fluids under his skin. The most important thing at this stage is to keep  them warm and well hydrated.
