what should temp be outside when bathing puppies.

Bathing puppies outside is a desperate option. If it must be done outside, it must be 70 degrees out of the wind with warm water only.  
Never use a hose to wash any dog, it is uncomfortable and will ruin them for bathing. If you must wash outside, hook the hose to a sink or other warm water supply.
Your drying temp must be 70 with heated drying with a dryer, 80 to 90 degrees air temp for air drying.
