Answer
Like your vet said, it is normal for your dog to shed a bunch at this age. It should slow down about Aug or Sept, when all the baby hair is gone, but you will have seasonal shedding the dogs entire life.
Seasonal shedding occurs when the dog "blows" its winter coat, usually in March, and again when it blows its summer coat, usually in August or Sept.
It will not hurt humans unless you are allergic to hair.
Be advised that some G. Shepards shed a lot their whole lives, and there is not much you can do about it except keep the COMBED.  Brushing won't help as much as combing with a metal comb, and the teeth must not be very wide apart.
The breeder should be able to help you select tools and they should have told you about this when you went to see the puppy to buy it.
Again, try to COMB him and you can even vacuum him if he will tolerate it.
