Question
I am a new Westie owner and have a6 month old male westie.  His hair is not long yet is this normal?  At what age does the hair grow?

What can I give him to help his hair to grow?

congrats on your little Westie, they are SO CUTE!
It is not unusual for your puppy of pure bred heritage of ANY breed to not have a long coat until they are a year old.
At about 10 months, your dog will begin to shed his puppy hair and the adult coat will come in, so no matter how long it is at that point, it will change again, and it may tangle easily and need to be kept brushed ALOT.
Use a cream rinse if he sheds badly, although this may make the hair limp, it will prevent him from being pulled by the brushing.
I advise you have your puppy professionally groomed and styled at this time, if you have not already.  Let them shape his head and ears and his tail, have them somewhat shorten his back and begin his Westie style. He will look better and be well prepared for his adult life of being groomed.
He won't need groomed real often, but start now, and you'll have a happy boy!
