incessant licking/causing rawness

Hello! I have a 4 yr old male pug Murphy who began incessantly licking his right front leg about 2-3 months ago. He licks it so much that the skin is noticeably a lot pinker on that arm now and it seems to be irritated. It seems he is licking it raw. He doesn't seem to have pain there, but won't stop licking!!

The vet gave me a cone collar to use to keep him from getting at it and some spray to put on twice a day. Needless to say, it didn't work. The second the cone is off, he is licking again. The vet has no answers for me at this point and I want to make sure there is not something really wrong that I may be missing.

You pug may have an allergy issue.  He may be licking because of itching.  I would try an anti-itch shampoo.

If that doesn't work, they try putting something that tastes really bad on his legs.  If it is not a physical reason for licking, they you should be able to make the licking so it is not enjoyable for him.
