Yes, that is true.  Every once in a while  you will have a mother that will do it, but it is not good to take the chance.

The most important thing is to get the membrane off the head (mouth), to the puppy can breath.

Then it will slide off the rest of the puppy.

Then you will have to break the cord.  Be careful not to get too close to the body.  I think it is best to go out about an inch and gently stretch it until it tears.  You have to be very careful not to get to close to the body.  Yes, I said that before, but it is VERY important.

If you don't want to tear it, you can cut it with sterilized, sharp scissors.
