First, is Cookie bred or has she had a resent heat? Has she recently had puppies?
It sounds like she has a mammary gland infection. That is usually when there is a production of milk and the milk ducts get plugged. You need a warm compress and try to milk the glands out.
If there is no milk, you should see a vet. If you are able to do the above and you don't see immediate improvement, you should see a vet.

QUESTION: No recent heat activity and she has never had a litter. She is also not spayed.

Are you sure Cookie is not bred? If not, she could be having a false pregnancy. Does she have milk production?
If she has milk, you will have to express it and also do some warm compresses. If not, you had better see your vet.
