i have a 2yr old pug and a 1 and half year old pug both with papers this is her second heat cycle and her third day  of being in heat, this is my first time breeding and although the vet said it was okay to breed the two its seems like my male acts like he don't no what to do he will smell her and lick her but that's it he want mount or anything any suggestions

Sometimes it takes a while for dogs to figure out what to do on a first breeding.  It is still early in your female's heat cycle, so you still have time for them to figure it out.

He may not be doing anything because it is too early.  The normal breeding date is around day 10 of the heat cycle.  

So I think you can just be patient and wait.  I'm sure they will your male will get it done when the timing is right.
