Pugs are what is called brachycephalic.  That means they have a short nose and a flat face.  This is that makes them snore and make a lot of noise when they breath.

I have never noticed that they look weird when they smile.  I guess beauty is the eye of the beholder.

I don't know about a 'poppy problem'.
