Question
I just adopted a poodle from a family, and was told that she was a toy poodle.  
However, we just came back from my vet who said she is not a toy, because
she is 4 months old (exactly) and already 6.5 lbs. Can you guess how big she
will be full-grown?  If she is truly a mini (15-17 lbs) and not a toy she may
need a bigger home. Her papers just say "poodle" but doesn't specify. Thank
you very much,

The breed description of a Toy Poodle is anything under 10" at the shoulder and weighing around 5-7lbs.  While the height is strict and anything over 10" is considered a Miniature Poodle, the weight can vary.  
I would guess that your dog, if it is a Toy Poodle, may gain a lb or two (weight can depend on genetic background, enviroment, health, and a number of other unspecific factors) and may get an inch or two taller.  
Alot of times, breeders call a Toy Poodle a Toy before it reaches its full maturity, and then as the dog ages it grows over the 10" limit making it a Miniature.  This can happen when the breeder breeds a Toy to a Miniature, or if he/she breeds two larger Toys together.  

Her papers should specify what variety of Poodle she is (Toy, Miniature, Standard) somewhere on the paper unless you got puppy papers instead of Registration papers.
