I have papers on my poodle saying he is a miniature poodle, but he is very short and small and only 4 lbs. at 10 months old. The vet said he won't grow much more, so I was wondering if he could be considered a teacup even though he's not from a toy background?

Dogs within a breed vary in size.  Even litter mates may be far different.  So, often Poodles turn out to be larger or smaller than expected.  Do to variations of body condition, height at the shoulder is a better measure of size that weight.  At 10 months, likely your vet is right, he has virtually reached his adult size.  Check the ends of the leg bones.  If they are still much knobbier than an adult's, the growth plates are still open and it is still growing.  If not, do not expect much more growth.
