I have a white male 2year old reg toy poodle (7lbs).  I have tried once to mate him but he was not interested, but he loves humping my male cat and other male dog.  Does he have a problem or whAt.  He is the sweetest and most loving dog I have ever had and his genes must go on. He loves all children etc and gets along great with my persian and lab

Yes, you have a lovely boy there.  
As far as mating is concerned, the male will be interested in the female only when she is in "Standing Heat" or the phase of her heat cycle when she will stand and present herself to the male.  Its about 2 weeks after you first see blood on the female.  
If he is mounting male dogs and your cat, he is either trying to invite the other animals to play with him, or he is trying to dominate them.  It is not always sexual when a dog mounts another.  Even females will mount other dogs if she is trying to play or dominate the other dog.  

If you want to Stud your Poodle out, you might try placing an ad in your local paper (in the pet section) letting people know you have a Nice Miniature Poodle standing at Stud.  Choose a price and also decide if you want a puppy back as part of your Stud Fee.  The price of the breeding should be at least the price that the owner of the female will sell the puppies for, including the puppy if you want a puppy back.

If your dog is registered, you might pull up or find his pedigree to have on hand as some breeders like to know what is behind your dog so they know what is going into the puppies.  If you don't have this information, your Registery club (ie AKC, UKC, CKC, etc) should have it and you can get a copy from them for a fee.
