female poodle genitals swollen; signs of heat or season;

Hello I have a female poodle. She is about 10 months old. I notice that her vagina looks  alot different than it used to.It looks very swollen.Its pretruding out & I have noticed thst she is licking it alot more than usual. Please tell me if this is normal for a female poodle goin through puberty ?
