We rescued a toy poodle September 2005 and he is about 3 1/2 years old.  Groomer showed us that one of his testicles is still there.  He gets very excited about MALE dogs and my spayed 1 1.2 year old female.  Will getting him completely fixed help in decreasing his excitement?

Chances are that your Poodle hasn't been neutered yet and is just what is called a Cryptorchid, or a dog with a RETAINED TESTICLE.  When a dog is born his testicles will come down and float back up until he reaches sexual maturity, then will permanently drop.  Sometimes a testicle is left up inside the dog and the other will drop causing only one to show up in the sack.  
These dogs haven't been neutered and CAN STILL REPRODUCE.  You should schedule for your dog to be neutered because a retained testicle can lead to greater chances for testicular cancer.  
Getting him fixed should also help decrease his excitement because he is still getting testosterone which makes him get excited and want to breed.
