Question
About five years ago I bought my pomeranian from the humane society when he was about 6 months old.  From the beginning he demonstrated that he loves to naw on arm hair.  First he'll lick the hair to stand it up, then lightly chew at it.  My question is why he may feel compelled to do this, and how I can make it stop.  It really doesn't bother me, and I always ask him to stop and he does, but I just don't like him to do it to guests.  Thank you.

It sounds like your dog may be "grooming" you.  It is a sign of affection and it could also be a sort of habit.  Something he does when he is bored/anxious.  You can put bitter aplple spray on your arm and he should find it distastful and over time-stop.
If you don't like it then you need to be consistent in telling him to stop-he won't understand the "sometimes he can" rule.
