When crate training a puppy of this age, is it best to wait until 10-13 weeks, since puppies cannot hold their urine/bowel movements all night long?

AnswerI have had several new owners let a puppy fall out of bed
that resulted in broken legs and one with a head injury that caused dead. I do not recommend taking a puppy to bed.
A small Pom pup should be at least 6 months old to be able
to hold it all night.
Just tell him 'no' when he barks.
