I have a question about my nieces Pomeranian

my nieces dog has a skin condition on his back it looks sore but it must itch because he bites at it.before my niece got him he was kept out side in a cage.with his mom and dad and i guess they have the same skin condition. and i guess the cage was not kept very clean from what i hear so what do you suggest? THANK YOU RITA PAYNE

If it is envirnmental it may be mites or fleas or mange.  If it is genetic it could be BSD or thyroid or Cushings... or any number of problems.  You should have the dog seen by a vet.
