My Pom will be 4 in August and she weighs 13 lb.   Is she over-weight and if she is too fat then how do i get her weight to how it should be? And how much does the average Pom weigh?

You haven't told me the size of your Pom.  Weight alone does not tell me if she is a large Pom, small Pom or a medium sized dog.  My Poms weigh between 5 and 6 pounds
as I breed for show.  But there are Poms that are 12 to 15 lbs or more and they are just large Poms and not over
weight.
