potty training

Question
I have 3 dogs..a 3yo mastiff/am.bulldog mix, Dozer,  who is a "gentle giant". An 11month old olde english bulldogge, Phoebe and a 14 week old yellow lab named kessler. Before Kessler we had our 12yo Golden retriever who passed in May.
Phoebe has been difficult to potty train. Initially I attributed it to the fact that it was December when we got her and she really didn't like the cold. She is much better than she used to be, does not poop in the house, just pees. She is crate trained and her crate is in my daughters room. She was sleeping in my husband's and my room until we got Kessler.
I have a tri-level house and have the lower and upper level gated off, the dogs only go up at night for bed. Phoebe has started barking and crying in her crate at night and my daughter ends up letting her out around 2am everynight and she goes down and sleeps on the couch. She does not ever potty on that main level, BUT the minute she can get up the stairs she goes on the carpet in the hall by the bedrooms. It is appearing more behavioral than anything and am wondering if she's jealous of the new puppy (who is potty trained already by the way). I have yet to actually "catch" her going as she's really quick. If she get an opportunity to get past the gate downstairs she will quick go there too. She's outside often and I know she knows to go there. She and the pup get along fabulously and are great pals, but she does seem really interested in getting into our room at every chance to look in his crate.
I'm at my wits end with the pottying...she's almost a year old now. How can I solve this?
