My male Pom  turns his foot pad up to him and chews on it close to his nails. This mainly happens when he laying down and not sleeping or doing anything else.

Dogs will chew on their feet either because they want to or because they have to.  If they want to, it's more of a habit forming behavior issue like chewing nails in people.  If they have to, it's usually due to allergies or infections that cause the feet and nails to itch.  It's difficult to tell the difference.  

Some of the indications of infection are greasy discharge, red inflammed skin, red bumps or pustules, all in between the toes.  Another indication is discolored nails or dry brittle nails.  Some indications are very subtle and difficult to determine.  I would encourage you to find a veterinarian in your area and have him examined.  Especially, if he has any of the symptoms listed above.

If it truly is a behavior problem, then no harm done (my dog has an obsessive compulsive disorder and licks pillows every night).  But if there is a medical issue, it needs to be dealt with. And allergies and chronic feet infections can be frustrating to treat and manage.  I wish you luck.
