about German Shepard K9 Police Dog skin problems

He has dry flaky skin on his lower back. Only around the hip area. The vet thought it was an allergy and he was put on Science Diet Z/D and put on stress tabs and fish oil. Nothing has worked, is there anything you could tell me?

Yopu did not mention any itchiness that goes along with this flakiness.  Sometimes bacterial infection will show up like this.  If in doubt as to the type of skin disease that is present, your vet can do skin biopsies to see what the skin reaction is from.
