Rottweiler skin itchy / supplements / oils / food change over?

QUESTION: Our 1 year old Rott we have had for 3 months now tends to keep biting on his back and hind legs, he has been treated for fleas, he has been wormed, he stopped for awhile but doing it again, what could this be from or what can we do to make him stop?

QUESTION: I use Nutro Natural Choice food with chiken, rice and oatmeal formula. I mix a chicken or beef broth with the dry food for him
no oils or supplements are used,
I use Bio Groom tearless shampoo, and once in a great while I spray him with Aloe proderm itch relief which does seem to help a lot.

Do a 50/50 mix of the old food and the new food for 2-3 weeks...
Slow change over....

Also, let's add some PURE salmon oil to his diet: LOOK for pure Alaskan oil at your local pet stores.
Give 1 tablespoon per day, mixed into his food.
