I have one parakeet that I noticed has some red spots on it's foot.  It holds the foot off the perch and stays on one foot most of the time the past day.  I looked at it's little foot again today as I saw it standing on only one and it almost looks like little blood blisters on the keets foot, toes, etc.  They have a couple of plastic perches and two dowel rods....could it be the dowel rods?

It sounds to me like you have mites.  Though irritating and painful, they are easily treated.  You can get some sprays over the counter that will kill them, but a more reliable method is getting a powder from a vet.  Its pretty cheap and usually works quickly.

It is highly unlikely that the dowel rods are the problem.  You may want to clean the whole cage though to get rid of the mites.

To give the bird some relief, try putting a dish of water in the cage for it to wade around in.  Don't let it drink the contaminated water though!

At most pet stores, you can buy these disks that you hand on the outside of the cage that repel mites.  I'd buy one of those once the mites are gone to keep them from coming back.
