My budgie has a weird cere colour.

Hi,I have a budgie with a strange blue cere,but with small brown parts on it. I have no idea what is wrong with it. And I need to know the gender of it! PLEASE HELP ME! IS HE/SHE SICK?

It's possible that this is a sign of illness, for example a tumor. Some tumors can cause hormone imbalances and these can cause the cere of a budgie to change colour. Take a look at this website, it has exdcellent pictures that show how a budgie's cere can look in different circumstances:
