Parakeets are used to living is a huge swarm and it's never silent with so many birds unless there's a predator around. That's why silence is threatening for budgies. You can let the radio play for them, but if you have more than one bird, that is not necessary because they will talk and chirp to each other and see that the other is relaxed even when he's silent. They should be kept at least in pairs because they are very social and get bored and lonely when left alone even for an hour. A human just can't replace another budgie as company.
