lights at all - royals (ball)

Do i need light at all in my snakes viv apart from the lightt hat shines in the room?

I have a cermaic heater that provides enough heat and the light is redunant as the dimmer stat i have dims it pretty much all the way off due to the fact its hot enough in there.

It isn't necessary, as long as your ball gets 12 hours of sunlight a day so that his schedule stays where it should be. I usually suggest getting a bulb that is not a ceramic or infrared for part of the day so the snake gets the benefit of the light and the warmth, then you can switch to the ceramic at night so you aren't bothered.
