puggle has bumps

my pugle is in heat for her first time she has started 2 devolop small bumps along her sides .  they look like little bug bites

Are you sure they aren't bug bites?  

A female in season can get all kinds of irritations, skin issues are common as her immune system will drop when she starts coming in.  

However, a female with serious skin issues shouldn't be considered for breeding.
