As a female ages so in turn does her reproductive organs. But I have to ask why do you want to breed an older female? Especially if she's a treasured family member.
You have a higher risk of complication and a higher risk of losing pups when breeding older females. But if you are willing to risk your female and her pups that's your decision to make.
A female comes in every 6 - 9 months. That doesn't change. If you female hasn't come into heat in that time span, there can be a number of reasons including her age and her thyroid. At her age,you would have to test her ovaries and make sure her eggs are viable.
Whatever you decide to do, I hope you take your female's mental and physical health into consideration.
