very eager male

Hi,  I'm breeding my 2 year old Black Mouth Curs.  The female has finally let the male tie.  But he is driving us and mostly her crazy,  he wants to mate all day and night. she is constantly trying to get away from him.  I've put them in separate rooms but he just lies there and whines and pants.  Is there anything safe that I can do or give him to calm him down on the days that we don't let them breed.  I'm trying to only let them every second day.
I realize this comes with breeding, especially with a young eager male.

Yep, you pretty much answered your own question! This is simply what occurs when breeding, especially with a young, overly-eager male. You'll simply have to continue keeping them separated & endure it for as long as her estrus lasts. Once she discontinues the estrus portion of the cycle she'll stop emitting the hormonal scent that attracts him instinctively. I'd be wary of giving him any sedative unless your vet prescribes it for fear it might interfere with his sperm & cause any problems.
