Corgi pups after whelping

Hi
My female corgi had 7 pups last night. This is her fourth little and everything went perfect.
Now today I have a little female pup that seems to be kinda still gasping and cries repeatedly on exhalation.
I have never had this happen to me before ever and I have been a Vet Tech for 15 years. I live in the country and really don't want to go 30 miles to the vet. Any suggestions???

HI Beth. I hope the pup is still ok. It sounds like maybe she didn't get all the fluid out of her lungs. Is she blue or purplish? What I'd do in this situation is to make sure she's warm, and not dehydrated. Might want to give a drop of Karyo syrup to give her a boost to see if that helps. If you have oxygen, that would be even better. I understand what you're saying about the vet, I live about an hour away from my vet, and any other vet in the area. However, you may need to get this puppy to one to see if she may have some congential defect, or just to get her some oxygen to boost her. I have seen puppies I thought for sure would die come right back after given some oxygen. This is the best advice I can give as I'm not there and can't see what's going on in person.
