my aunts dog gets the same toy all the time and whines why is that

I have no idea, Angie. Maybe the dog wants your aunt to play with her, and is whining to get her to play. What if your aunt were to give her a different toy to play with? Without actually seeing the behavior, I can't tell you what is going on. My guess is that it's nothing to worry about and is probably just play.
