I just adopted an 8 year old beagle from the local shelter.  He has very bad breath and a lot of sinus drainage.  Sometimes in the morning he gets sick and it is clear mucus.  His teeth are very bad, and I have not been able to save enough money to get them done yet.  I don't want to give him benydryl (3 ml.liquid) because it makes him very sleepy.  Any suggestions?

Sounds like he has bad teeth for sure and they are infecting his sinus'. You need to get your dog some vet assistance right away. Call the shelter back and ask them for suggestions, explain your situation to them. Hopefully they can help or offer some resources for someone on a limited income.
This kind of infection can kill your pet. Please find a way to have this taken care of as soon as you possibly can.
