I have a question ... I have a 2 1/2 year old pitbull, he is half brown half white ... when he was a younger dog his white was pure white ... within the past year the white areas are now (growing) spots that were never there before. It is not the hair it is the skin .. can this be a problem?

It is not a problem, unless the skin has s different texture to it, or is sore, you are fine.
Most dogs coats and skin will change between one and two years of age.  Sometimes the hair changes colors, becomes richer and darker or more often, lighter and softer in color, the skin will change as well.
With long haired dogs, you usually don't' see the skin unless it is wet.
Many times the skin on the nose will change as well.  Usually the white areas become smaller on the nose, but not always.
Just keep an eye on it and make sure it isn't red or irritated, but it is fairly normal, although your dog is a little bit older than most when this happens.
