I have a 9 year old Lab/Rottweiler mix.  Each spring or early summer he starts losing his winter coat.  I mean fist full after fist full of hair.  It makes a mess of our patio, and my wife suggested we cut his hair really short one time when it gets warmer.  It also gets very hot in our area during summer and she thought it might make him a little more comfortable.  I have never done this before.  Would there be any serious downside to doing this?

Your dog is 9 and you have never done this before? You are certainly free to do this and you will most likely find someone who will do it but in my own opinion - don't. The hair grows back in differently and if your dog likes to hang outside he will get sunburned and most likely some irritation which may cost a visit to the vet.
I do not believe in shaving down dogs with these kind of coats- instead I would give him two really good sudsy baths and rinse him really well. Then if you have a shop vac reverse the hose and blow out all the loose hair. Do it 2 weeks apart and you should be able to remove most  of that blown coat. A much healthier and more natural solution. Brushing in between will help control it.
It's a bit more work but better for your buddy-if he balks put him on his leash and tie him someplace stable and get it done quick. The blow side of the shop vac is good because there is no heating element to cook him.
If you are inclined to take him to a salon- tell them you want him hand dried- NO CAGE DRYING- with a HV dryer- that's high velocity. The trick to removing the hair is brushing while you blow him out.
