HOUSE TRAINING A 2-YEAR OLD YORKIE

I need to find a home for my two year old Yorkie I guess.  He just will not submit to house training and I am at the breaking point and becoming not willing to keep this up.  I have worked and worked with him, but he just doesn't get it.

We have a Shih Tzu that is no problem.  We use piddle pads, but this little Yorkie does what he wants to when he wants to. He knows what the piddle pads are for, but he goes thru periods of just not using them and lately it has worsened. He's just not using them at all. Several months ago, I coralled him in the den which has tile floors.  Other than his house habits, he is a good little dog, but I have fallen OUT of love with him. Unless I can find a solution, I need to find a new home for him and even that seems impossible or put him out the door and bring him in at night and crate him, which I do at bed time because I can not trust him.  What should I do at this point? Would bringing in a dog trainer help at all.  I am going into nursing school in July and am at a loss for time to keep fooling around with this two year old dog.  Since I am at the point of being so unhappy with him, I think it's time for him to go, but the hubby says it would break our Shih Tzu's heart.

 I have a mini schnauzer in for training at the moment.  I never used a belly band before till now.  When I can't watch him closely I crate him or he is outside.  When I can watch him in the house he wears a belly band around his mid section.  When he goes to lift his leg I tell him no.  If he continues he pees in his belly band.  Which in turn stays on wet.  For some reason this has been working for him.  He doesn't like the wet feeling and he is getting the whole thing.  He tries to please whenever possible.
My thought on wee wee pads are that if a dog uses them in the house then "why not use the whole house as a wee wee pad?" If the dog is supposed to go outside then why have wee wee pads.  If I were a dog I would do the same thing.  Going in the house is the same thing.  I don't even allow my dogs to go at an indoor dog show.  Its inside.  Be it a house or building.  Same difference to them.  I also have therapy dogs and they can't go in a hospital.  Same difference.  I teach my dogs on command.  All of them have caught on.  
 BUT at the same time I have been where you are a while ago......If it just isn't working for you and you don't have the time then it would be advisable to go through yorkie rescue in your area and they can help you.  Someone will take on this project that has more time to train.  Don't put the dog in the pound.  If you give it to a friend.....(not advisable either) it may ruin a friendship. Take him to a rescue.  Rescue organizations who specialize in a certain breed know what hey are up against.
