House breaking poodle

Question
My poodle turned 1 yr old on 9/11/06.  He is still NOT housebroken.  I've tried the newspaper on the floor, fussing at him in a different tone of voice,the liquid stuff and spray stuff to get him to do his business in certain areas outside, I've scooped up his poop and placed it outside where I want him to go, I've tried the kennel...leaving him in for awhile, taking him outside and trying to get him to go, nothing has worked and he is suppose to be a smart dog!  I know I was NOT consistent with the training because of various reasons out of my control, and just didn't have the heart to leave him in his kennel ALL day long when this was not the norm for him.  I have now resorted to taking him to his "mess" after I see he has done it and saying "No! Bad Teddy!" and then popping him on his rear with a heavy winter glove. (Doesn't hurt HIM...just his pride!)  I still take him outside regularly..sometimes he does his business and other times he comes in the house and then does it within 30 minutes of bringing him back in.  PLEASE HELP ME!

Punishing him unless you catch him in the act only confuses him.  Even then, a stern but not loud ''Bad dog!'' may be enough along with a quick trip outside, carrying him if reasonable for you.  

Go out with him.  Keep him moving around until he starts to sniff the ground.  Once he does anything, praise him.  At a year old, relieving himself in the house is an ingrained habit that may take some time to break.  You also need to keep him where you can see him.  Learn to know when, where, and warning signs he is about to relieve himself in the house and hustle him out.  Use gates, closed doors, etc. to keep him with you.  some even suggest leashing him to you.  

Does he ever go to the door?  That doesn't seem to be obvious to some dogs.  By the time most dogs are about 3 months old, they have figured out that if
they go to the door and stand, you will let them out. The praise slowly shifts
to going to the door. Some people hang a bell there for the dog to paw. If
your dog doesn't figure this out, try praising it and putting it out if it
even gets near the door.
