Could my toy poodle have brain damage?

Hi kim, I have a 1 and a half year toy poodle and ever since I've gotten her we have been calling her lolly yet she still does not know her name. At the same time she does not know simple commands like sit even thouh we teach her nearly everyday. She likes to just hide under furniture and only comes to us when she wants to carried and held as well as when we have food even though we ignore her she doesn't seem to understand like the other dogs we have. Lolly also generally just stares into space, one day a cat came into the house and the other poodle and terrier went crazy but she just stared at it with no reaction. We've also tried house training and we finally suceeded until we went out for 2 hours and she pees and poos in the middle of the living room, both our other dogs were trained in 2 months. She also seems to not be aware of dangers, she hardly ever barks or growls, she'd rather just look and be puzzuled. There have been many instances where lolly has just displayed signs of an incapability of understanding the world around her and just lives in her own little world. I have had many dogs and lolly is unlike any dog I've dealt with.

She could have some kind of neurological problem going on with her.  Since you probably don't know alot about her history, there could be something that happened to her that causes her to act like this.  It could also be a problem that she was born with.   
You might contact a Vet about the way your dog is acting, as it could be a minor hearing problem or sight problem, but it sounds like something that can't really be fixed.
