not drinking

My 6 month old poodle got his routine grooming on yesterday. When we got home I noticed he was licking on his inner thigh, so when I looked I saw were he got cut by the clippers. I took him back to the groomer and he put neosporin on it. the puppy keeps licking it off. To make a long story short my puppy is not walking a long distance nor is her drinking water or eating like he should. what should I do?

Your dogs leg is probably sore from being cut, and she probably doesn't want to use it much until it feels better.  Give her a few days and she should start walking better for you.  
You might put some chicken broth in her water to get her to drink more.  You can also soak her food in the chicken broth to see if she will eat better.  If you have neosporin at home, you should go ahead and put some on her injury, even if she licks it off it will help with infection protection.
