I have a 3yr old poodle who insists on making small depsits size of pinky small nail.Does this it seems to sow me that she is annoyed at me. This is not a bowl movement. Also appears that she  is trying to clean her butt off on the rug. Help

The cleaning is often referred to as ''scooting''.  It is a sign of worms or anal gland problems.  Have a vet or groomer check the glands.  Also look at stools for sign of worms.  May need a vet visit to make sure.  

I would be surprised if she can control her bowels to just leave a little notice for you.  It may be forced out when she rubs herself on the csrpet.  I think dogs do sometimes use elimination to show us who is who.  
Having a good pack structure reduces such problems.  The dogs see all the
people and dogs in the household as a pack with each having their own rank in
the pack and a top dog.  Life is much easier if the 2 legged pack members
outrank the 4 legged ones.  You can learn to play the role of top dog by
reading some books or going to a good obedience class. A good obedience class
or book is about you being top dog, not about rewarding standard commands with
