Can a MALE miniature poodle (12lbs) still mate with a female at the age of 12 years?  He has never mated before.  He is a wonderful companion and we love him dearly.

I am pretty sure they can.  I talked to a lady who's job it is to collect and freeze sperm from dogs for later use, and she said that she regularly collects from dogs 10+ years and their sperm is good.

You can give your dog supplements to help increase sperm and semen production.  
L-ARGININE: 50mg per a dog your dogs size
ZINC OXIDE: 12mg http://www.lincolnbiotech.com/factsheet.html
EPIMEDIUM SAGITTATUM: also called "Horny Goat Weed", but I can't find too much information on it.  It is suppose to help increase testosterone levels for greater sperm production.
L-CARNITINE: 100-200mg 2 x a day

When we were using our males for breeding, the female would come into heat (you would first see blood, then she would be ready to breed after 9-11 days of seeing that first blood) and we would breed her on day 9, 11, 13, and 15.  By going every other day, you give the male a chance to rebuild his stocks of sperm, and by breeding more than once you help insure that you hit the time that the female releases her eggs.
