I am pretty sure they can. I talked to a lady who's job it is to collect and freeze sperm from dogs for later use, and she said that she regularly collects from dogs 10+ years and their sperm is good.
You can give your dog supplements to help increase sperm and semen production.
L-ARGININE: 50mg per a dog your dogs size

EPIMEDIUM SAGITTATUM: also called "Horny Goat Weed", but I can't find too much information on it. It is suppose to help increase testosterone levels for greater sperm production.

When we were using our males for breeding, the female would come into heat (you would first see blood, then she would be ready to breed after 9-11 days of seeing that first blood) and we would breed her on day 9, 11, 13, and 15. By going every other day, you give the male a chance to rebuild his stocks of sperm, and by breeding more than once you help insure that you hit the time that the female releases her eggs.
